I'm 4'11" (okay, okay, I'm really 4'10 1/2", but I like to round up!

), and in all my life I have only owned one pair of jeans that I didn't need to roll up, have altered, or wear a belt with. They were a size 2 pair of Esprit jeans I bought in '85, and I wore those jeans into the ground! When holes started appearing, I started patching with all kinds of fun fabrics. By the time I graduated from college in '94, those jeans were about 75% patches and only 25% jeans left!

Oh, how I loved those jeans...
Anyway, I can't always afford to have my clothing altered, so I've developed a "skill swap" with a friend who is very good at sewing and altering clothes. I watch her kids or give her a voice lesson, or bake something for her when she needs that done, and in exchange she alters some of my clothes for me. We just work out how much time it takes her to do the alterations, and I "repay" her with an equal amount of time watching kids, vocal coaching, or baking (she gives me the ingredients when I'm baking). It's worked out well for us, although sometimes we both get too busy and it will be a few months between swaps.
One lesson I've learned is to pay close attention to the cut of the jeans if you are going to cut off a few inches (or feet!) from the bottom. There are very few jeans with the right shape that won't look strange once they are cut off.
I've also used the iron-on hem tape in a pinch. It doesn't look as polished and "normal" as a standard hem, but it does the job. To be honest, I usually just roll my pants up a bit and gave up caring if it's in style or not. With a 23" inseam, there's just not much chance of finding bottoms that fit.
I have started finding that cropped pants usually fall at about the right spot on me as "regular" length pants are supposed to.
