Question adding Resale Points and booking at the New resorts

I'm sure this question has been asked somewhere - but I could not find an answer, so here it goes: If I own direct with Disney and decided to add a resale contract can I use those resale points to book at Rivera or any new resort coming along?

No, only your direct points can be used at the new resorts. Resale prior to Jan19/19 would also be able to book the new resorts.
