Question about pin codes

I've been reading a lot about pin codes. I know it's basically random and you just have to get lucky but I've done pretty much everything people suggest in order to maybe get one. My question is, do you have to have a vacation booked to get one, or will they send you a pin code in hopes that you will book once you get one? Is it possible to just be planning a vacation and pricing things out on the Disney site and get one or do you actually have to have a reservation?
