Question about packages

We are AP holders. WE are coming in June for a week staying at POP. We would like to maybe do the dining plan. I know you have to purchase at least 1 day passes to be eligable to purchase the dining plan. So my question is can we buy 1 day passes and purchase the dining plan then give the passes to my brother who is going to Flordia this summer? Or are the only ones who can use them.

1- Yes.
2- New, never-used tickets can be "transferred" to anyone else.

You want the Resort Concierge to transfer your resort package tickets to separate
plastic RFID cards (that's all that they issue now for stand-alone tickets)
at some point during your trip so those cards can be given to your brother.

You may purchase the dining plan with your AP without purchasing additional days. You may/need to purchase the plan for all guests staying in the room.

If you want free dining, you must still purchase the required number of tickets.

As an AP holder you can book a ticketless package with paid dining. It follows the same rules as any Disney package ($200 deposit, remainder due 45 days before arrival, penalty for cancelling withing 45 days of arrival).

If you want a free dining package you would have to purchase the required tickets (usually 2 days for FD).

If there are tickets included in your package you can give the new unused tickets to anyone you wish.

Actually, it's been reported that Disney has ticket-less packages of room + dining available for all guests. It's just not on the website. I know that I read about it on the Restaurant Board. Off to find the thread...
