are there any stipulations or safeguards for DVC members of these resorts that protect them from Disney selling these resorts to another timeshare Co.? RCR etc.

Nope.

If they did anything, it wouldn't impact the fact that owners at those resorts have a right to use the resort through 1/31/2042. However, there's nothing which would directly prohibit Disney from farming-out management of the resorts to another timeshare manager.

As to whether they would actually consider doing that--it's a topic for endless speculation.

... and the issue is not restricted to HH and VB - all DVC resorts have the same vulnerability.

I'm certainly not going to lose any sleep over this, as the likelyhood of it happening is extremely minute at any of the DVC resorts.
