Question about fall discounts

Hi all! We are planning our third trip to Disney. First time we stayed at CSR for only a few days, second time we stayed at Pop for a week with free dining, and this time I am looking to stay at another moderate. It doesn't looks like our dates will fall in the free dining discount dates this time (going over Halloween) so I am trying to get some answers on typical fall discounts. I've checked out mousesavers list of past discounts but still have a few questions.

Are there any moderates that don't usually get a fall room discount? We enjoyed CSR last time but I know there's construction so I was looking at POR and POFQ this time.

Do they all usually get 20% or does it vary quite a bit?

Are there any blackout dates on the fall room discounts?

POFQ is frequently excluded or very limited for discounts. POR is usually included. However, many people moved to both PO resorts earlier this year after the extent of the CBR construction was announced. So there is construction at CSR & major construction at CBR. No one knows for sure how this will effect discounts & availability at the other moderate resorts this year.

Yeah, that is what I've been hearing. CBR doesn't have availability for our dates and I'm not sure if I want to stay at CSR with the construction. Maybe I can talk DH into trying a deluxe this time!

If you are unsure about CSR with construction, you really won't want CBR! They are knocking down buildings, building a new tower for what is rumored to be DVC units. Dining will be very limited: the food court & sit down restaurant will be closed. Grab & go locations, food trucks & some type of buffet for breakfast & dinner are the food options Disney has announced. The pool will be open, but this will be a very major project.
