Question about Express Passes

We are going to WDW in Dec 2007 and had thought about adding a couple days at US/IOA to try it out. I have a few questions about the Express Passes. Do I need to buy one for a toddler if he doesn't need a ticket? If he doesn't need a ticket to get in the park will he need a Express Pack to go in the express line with us on a ride like ET? Also, I understand it's just one time per ride, but if 1 of the kids doesn't want to go on the Mummy or other scary ride can my DH use theirs to go on the ride a second time in the Express line? TIA
 
the adults can do a kid swap.
you use your epp and go on the ride.
then swap and spouse goes on the ride.

No, not unless he is 3 by the time you go. Then you will need one.
