Question about EMH

Looking on the website here it makes it sound as if the EMH are for Disney property guests only. But at the end it says:

Wristbands distributed no earlier than two hours before the park closes to the general public at the following locations:

Castle Hub
Caribbean Plaza
Riverboat Landing
Seven Dwarf's Mine
Timekeeper Entrance

Can Anyone buy the EMH wristbands for the nightime? That would be great and if you can, how much do they cost for kids and adults?
How crowded is the EMH at night compared to the rest of the evening?

EMH evenings are only for those staying on disney property. There is no cost for them.

When we were there in Jan, it was not crowded at all. Especially after the first hour, the crowds thinned considerably

I must say the wording is not very good at all.

It actually means that onsite guests can get wrsitbands for EMH two hours before the parks close to the general public.
