Question about children's prices at CRT and...

I've noticed the children's prices for a few of the restaurants don't say 3-9 but 9 and under? Does that mean you pay for a child under 3 at these restaurants? (CRT/Akershus) Or do children under 3 get free meals at all sit downs?
 
I can only speak for CRT--my SIL was there for lunch recently with my 2 year old niece. She was free but did not get a full kids meal. She said they brought her a plate of plain noodles. I believe if you want a full meal for an under 3 y/o you have to pay. Otherwise they can share with you.

Children under the age of three are free if they eat off of your plate or another person's plate. If you order anything for your child off the menu you will pay the price for a child's plate even if they are under three. At the buffets children under the age of three are considered 'free' even if they have a plate sitting in front of them since you don't start getting charged buffet prices until your child turns three.
 
I know she would not eat enough to order her a plate. She would be eating off of our plates without a problem. I thought maybe the way they worded it that we had to pay for her (maybe because of the photo package or something.)
