They always pump water--whenever it rains. The water can't leave the city like it would in a higher elevation. The city is shaped like a bowl.
The pumps were expected to keep working much longer than this. It was expected for them to obviously not work when submerged from flooding. But now, is too early.
The pumps go all the time in NO. What a MESS! When Grand Forks, ND flooded so badly a few years ago, they had build levees around the town to keep the water out, well, when the water got in, they couldn't get it back out again because of the levees. Getting the water out is more of a concern now.
