Publisher's Clearing House Is It A Scam

ok now my grand mother has gotten into the publiser's clearing house and now has got some company global lotto inc please is this a scam my grandmother is a diabetic and she fills out these papers all day and buys things from them and then her sugar drops from not eatting. if anyone knows anything about these things like them acessing your bank acount or anything please pm me.i have read things saying it is not a scam you just wont win any money but you will buy items and such and think you are getting a better chance of winning me and my family all think it is a scam but any info would be nice about any of these 2 companys.my dad has just told me my grandmother is cashing a check and i think this is how they will find out all her personal back account info.any info would be nice.
