Power Pass Question

Can you visit more than one park a day if you have the Power Pass? I can't understand the information on the website.
When it compares the different types of Annual Passes it says "A year of unlimited park to park admission" and the Power Pass says black out dates apply, but doesn't say if you can actually go park to park. When I click on purchase Power Pass it says:

June 13, 2015 – August 13, 2015
Park-to-Park access is required for select Universal Orlando® Resort attractions and experiences. Enjoy 365 days of unlimited park-to-park admission with a Preferred Annual Pass starting at less than $17 per month, after initial down payment

This looks like you need a Preferred Pass to park hop. I am so confused!
 
all 3 passes allow you to park hop.

if a park has a black out for power pass holders, then your pass is not valid for that park.
so you stay in the park that allowed you entrance.


preferred and premier ap's do not have block out dates for park admission.
