I do agree that you should consider both options. However, some airlines won't let you exceed the baggage allowance so you do need to make sure you aren't going to be over the limit.

i would think that maybe some of the charter companies would be more difficult...
all the regular airlines i've flown permit extra baggage - for a fee (sometimes a very large fee)....
