Got my answer--Thank you all so much!
 
Anytime I've used postal insurance, I had to purchase it when I mailed the item - it couldn't be purchased by the person receiving the item.

Having said that, the person that bought the insurance will have the receipt, so they should be the one that files the claim.
 
They take the broken item along with all the packaging it came in to the post office and file a claim. The post office will contact you for proof of insurance.

Be sure they keep the packaging. The post office requires that you have the shipping materials to determine if it was packaged properly.
 

Actually, either of you can file the claim, but since they're going to have to present the item to the post office, they might as well file the claim. But definitely do not have them mail it back to you, it will invalidate the claim.

When we've had claims filed, the recipient filed the claim and at some point the USPS sent us paperwork to fill out .
