While I agree with everyone here, that you should really devote a whole day to each park to truly savor everything, let's cut to the chase here. You apparently only have one day to spare. You will probably regret NOT doing the other one because when will you be back? Months? Years?
You CAN do ALL of those rides in a day. You CAN have a great time doing so. You need to plan though.
First, avoid Saturdays if at all possible. It's when crowds will be at their mightiest.
Make sure you are at the park before it opens. You want to be one of the first ones there to take advantage of the early morning rush.
While you have more rides at USF to hit than IOA I would advise hitting IOA first as that is where you can take the best advantage of the first hour of the park's operating day in which the lines are short.
Go left at Port of Entry. Resist the temptation for Hulk. You will be one of the first on Spider-Man. When you get off Hulk should still be a walk-on.
Since you're already ahead of the crowd, Dudley Do-Right followed by Jurassic Park would follow in that order. Again, no lines.
Believe it or not it will only be 10am and you've just hit four amazing rides!
Keep going clockwise to Lost Continent. Poseidon's Fury is all you have left but you would be a fool not to hit Dueling Dragons since it's right on the way and the lines are very short early in the morning. Trust me, it will probably be a great way to dry off after Dudley and Jurassic Park River Adventure.
If the fountain in front of the Sindbad show is speaking, hang out for your amusement. It's one of the best "details" of the park. Poseidon's Fury will be there and it's just a matter of waiting for the next show to start at that point. You may find that you will spend more time at Poseidon's Fury (waiting for the show -- going through it) than you did on the first 3-4 rides of the day, but go for it. It is a unique attraction.
You have done everything you wanted at IOA -- and more -- in two hours. On the way out, check if Cat in the Hat has a 10 minute wait or less. It's on the way out, why not.
Either way you'll be out around 11am and be at USF well before noon.
Okay, you got to IOA early. You might be hungry at this point. Before grabbing a bite, pick up your first Universal Express pass. I'm surprised that you didn't include Shrek 4D in the list because it's new, great and wildly popular, but leave that for the end of the day if you have a chance. You won't regret it. I'd pick up a Shrek 4D Express pass myself, but on your list, grabbing an Express pass for Neutron makes sense.
At that point you can check the wait for Twister nearby. Depending on when your Neutron pass is up you might as well hit Twister and grab lunch in case the pass is up sooner rather than later. If it's not time yet keep going clockwise. Mummy (if it's open -- and if it's open, I take back what I said about the Neutron pass, get this one instead), Jaws, Men in Black (do the single-rider line). Back to the Future should be a short wait then T2. Then you can go back and hit either Neutron, Mummy and Shrek, well before the park closes.
So, it CAN be done. That doesn't mean that it SHOULD be done but it's a lot like choosing between two desserts after a filling dinner. No matter how many times folks will say JUST CHOOSE ONE, I think sampling both is the better alternative if it's the only time you will be at that restaurant.
