Port upgrade prices

I have a question that I am not sure if it has ever been asked/answered:
I have read here that the prices for upgrading at the port are based on inside to outside; inside to verandah; outside to verandah etc. Do they take into consideration which category you were originally booked? i.e. would cat 10 to cat 9 be a less expensive upgrade than cat 11 to cat 8? or is cat 9 to cat 6 more than cat 8 to cat 6? O ris it all flat rates In to out etc. If so, wouldn't it be better to pick an acceptable, lower cat room (in case of no upgrades available & you are stuck) and get more for your dollar for the upgrade?

When we paid for our upgrade at the port, the price was based on the difference in the catagories (at least that's what I was lead to understand).

We actually lucked out as we were quoted for a cat 5, but when they went to actually do the upgrade, no cat 5's were available (the supervisor thought there were 5's available, but the computer said otherwise) so they kicked us up to a cat 4 for the same price as the 5 (which I think would have cost a couple of hundred more if we'd asked for the cat 4 originally).
 
On our last cruise we had booked a secret porthole room (cat. 10) when we got to the port I requested to upgrade to a cat 5 or better. We didn't upgrade cause it would have been over $1000. to go from a 10 to a 5, but if we had booked a cat 9 instead of the 10 then it would have only been $350. to upgrade to a 5. So on the next 2 cruises we have booked I booked a Cat. 9 with hopes to upgrade at the port. These prices were based on the 7 night cruise on the Magic in late Oct.
