I have never received ponchos either. However, for about $1 you can buy disposable ponchos at Target or Walmart that fit easily inside a backpack or carry on.
we did a b2b last October on the fantasy and were given ponchos on three different days. one of the days it teamed so even the poncho didn't keep us dry. all part of the fun.
there was no cost for them. they were handed out when we left the ship in the mornings however in the afternoon they were just on a table near the departure doors.
We were pleasantly surprised last June on the fantasy - it was POURING in GC and they gave everyone a poncho as they left, DCL excursion or not (we just wandered around George Town for a while).
Ponchos were given to us on the Fantasy in January. We were just getting off for a wander around Cozumel, not doing an excursion. There was a CM handing them out as we left.
We were given ponchos on our Med cruise in 2007 when it was pouring in Barcelona for our trip to Montserrat. We kept them, but they are cumbersome to pack. I buy the dollar ponchos at the Dollar Store -- usually two in a pack. That way if they rip or get messy, you can just toss them without cost guilt. They take up zero room and make great cushions for breakable stuff coming home LOL
