I have also stayed in the Garden wing at the CR with the same type setup. It really isn't that bad, the sliding doors open to the outside rail. You don't get to go outside, but you can sit by the opening and feel very similar to being on an enclosed balcony, with a nice view of the grounds.
If you don't need to be in a separate area (such as with a napping baby), it is quite doable. I prefer a third floor balcony, but would sometimes rather the second floor rail to a first floor patio (depends upon location and traffic). My Mom always requests 2nd or 3rd floor at the CR in the garden wing, for example, and those rooms all have this setup. Mom much prefers to be above ground level and is fine without a balcony, but likes to open a window.
If you don't care to sit outside with a coffee or drink (like my Mom), then the 2nd floor is even a preferred choice for some. It kind of gives a better view from the room without the balcony 'in between' - at least that's what my Mom says.
