Because honestly often the people who do this are not from the states. It truly is a 'cultural thing'. In many other cultures they don't have an issue with a prepubescent child running around topless or even completely nude. Many cultures don't see a problem with women publicly sunbathing topless. But I would bet you $$ that is why the child(ren) don't object...because in their home culture, this is 'normal' behavior.
Do I agree with it? NO. I think when you are visiting another culture you should adapt to their practices for the duration of your visit. Therefore, I would not visit a culture that practices nudity. Not because I believe it is 'wrong' but *I* would not feel comfortable adapting to that practice while visiting.

Sorry, just doesn't seem that early to me, unless you've been staying up, dancing the night away the night before.... 




And even if we did, I still don't think it should diminish another's experience. Just my ever most humble opinion.
