Polar Express mild version: Is it wheelchair accessible?

Yes. Even the more intense version is accessible. I think you have to transfer into a seat in it, though. I could be wrong, though.
 
Yes this is wheel chair accessible. There are ramps all the way up and special places for wheel chairs. Sea World is a very wheel chair friendly park. The line is much shorter too, so even though we like the simulation ride, we usually do this one.
 
After doing the simulator one a few times, I usually will only do the movie version. Of course on the regular ride, I haven't done the Polar Express yet.

It's the same thing as Star Tours, if you've been on that. The non simulator version is you're just put in a room with a great big movie screen.
