Even if buses are running at that time, the monorail might not be. However, there are often special buses going to character breakfasts in certain resorts, like the one at the Poly. You could possibly take that bus, if it is offered, and get straight to the Poly. But I would check to see if it's available before depending on that advice.
I really don't think you could make a 9 AM rope drop at MK, if your ADR at Kona doesn't begin until 8. I suppose you could make it, but a lot of things would have to go perfectly, and you'd have to really push it, and you'd need to have a monorail right there as you walk out to the station (there's normally a 5 or 10 minute wait or so for the next monorail). Personally I find rope drops uneventful and a little frustrating, so I'd enjoy a leisurely Kona breakfast, and plan to be at MK by 9:45 or so. The first week of February should not be so crowded that you need to be at rope drop to do everything you want to at MK.
Another option, as mentioned above, is getting a cab to the Poly from POFQ. But that doesn't change my opinion about the unlikelihood of making rope drop by 9.
