Please advise cancellation of ADRs

It used to be policy of Disney that with exeption of certain signature dining and dinner shows, CRT, etc. that ressies could be cancelled same day without penalties. Now it appears for dining reservations booked online, it is required to accept terms and conditions which state that they needs to be cancelled 24 hours prior. This is for resterants like Boma, Sci Fi, etc which have never been "special" enough in the past to result in penalties. Please let me know if this is being enforced.

The only reservations that have cancellation policies like that are the ones that you give a credit card number for when you make that reservation.
 
And to expand on Tricia's statement...

The "a penalty may apply if not canceled..." message is standard to all restaurants. Those with specific policies will also have additional messaging. The standard is:
  • If they take your CC number at booking (either for pre-pay or hold), then there's a penalty.
  • If they don't take your CC number at booking, there is no penalty (since how can they charge you? they don't have your number)
 
I was wondering if for the other resteraunts not cc guaranteed if they would charge a table service if on the dining plan. Thanks for the input.
