There are quite a few restaurants that are not Disney owned that do ADR's- Rainforest at AK, Planet Hollywood, Raglan Road, Alfredos, Wolfgang Puck at the West End, etc.
6pm is a hard time to get! Whatever regular dinner time hours they do have available book up fast.
Yes you can make ADR at Planet Hollywood. However they only take reservations till 5:45pm (Last time I was told by the CM), then after
10:00pm. The remainder of the time is available for walk-in. We are going in August and have reservations twice. Once for 5:30 and the other for 5:45.

I don't like it either, though I'll probably use the voucher in September by myself (maybe try something different and see if it's not equally as bad as the last time I was there).
We have an ADR there for the end of August, but it's for 5pm, so I can't help with the time restrictions. We enjoy the PH here in Toronto, but they're so overpriced! So with free dining, we're happy to try it out.
