We have a placeholder. I have read and was told it was good to use for up to 2 rooms on the same sailing, per placeholder. Is that correct?
 
You would have needed to purchase 2 placeholders on the prior cruise to book 2 discounted staterooms on a future cruise. Each household on the first cruise was eligible to purchase up to 2 placeholders. If you only purchased 1 placeholder, only 1 stateroom will be discounted on the future cruise.
 
Disney terms & conditions for placeholders are not clear, it states "The offer is valid for up to 2 staterooms on one sail date per household on board regardless of the number of adults in the household. "

Would suggest when you ring up to book the two rooms with one placeholder and get turned down you ask to speak to a manager and point out terms are not clear, they might be willing to sell you a 2nd placeholder

The beginning of the terms states "The Disney Cruise Line Onboard Booking Offer allows Guests to make a Placeholder Reservation for a future Disney cruise". The offer is valid for up to two staterooms, the placeholder is not valid for up to two staterooms. A placeholder is a reservation which cannot be for more than one room.

When booking a placeholder on the Disney Cruise app during a cruise, you are specifically asked if you want to book 1 placeholder reservation or 2. I hadn’t noticed this before my recent cruise, but it is consistent with the Terms indicating that the placeholder discount offer can be used for up to 2 staterooms.

When my travel agent confirmed the placeholder bookings I made for 2 rooms, she sent 2 emails with 2 different booking numbers, so I doubt it would be possible to use 1 placeholder for 2 rooms. You can always ask, though.
 
Our experience matched that of @Mommb on our recent Fantasy cruise. When we purchased 2 placeholders, we were charged $250 for each placeholders ($500 in total) and got two different booking numbers. We weren’t sure if we would be booking one or two staterooms on our next cruise, but wanted to make sure we had the option to get 10% off two staterooms just in case.

No mention in theses terms that not valid for two state rooms, the above link is from the email Disney send you when you book your placeholder and noted as "terms & conditions" in the email.

Looking at these terms below, if you booked two placeholders on a cruise , they have to be used on one sail date, which I think is not the case

Most people do not read terms & conditions, and even if you do read them , if Disney miss out the bit about one placeholder per stateroom as they have done below can only leads to confusion

These are the same terms and conditions. The part you pasted is in the link. I'm not sure where you're seeing conflicting terms.

Based on the terms that is not allowed. In the past some people were allowed to use them for one room on both legs of a B2B, but I haven't seen anyone say they were able to do that recently.

So just so I am clear- If i buy 2 place holders on one cruise- they would both have to be used on the same cruise in the future? I can't book 1 cabin on 2 separate cruises with them.

Yes, they have to be used on the same sailing.
No seeing conflicting terms, just a term that misses out the the bit about you needing two placeholders to book two rooms

I was able to in Jan 2023 (booked some time in 2022) but that’s not the official policy. You can get two, and if the answer is no you can still use the $250 towards your deposit on the cheaper part of the b2b.

Terms are not the same, below are the full terms of the Onboard Offer Terms & Conditions, no where in these terms does it say two placeholders required for two rooms, hence the confusion as these terms state offer is valid for up to 2 staterooms on one sail date, which is not the case.

I'm not sure what you mean when you say the terms aren't the same. You are correct that it does not specifically say you need two placeholders if you want to book two rooms. It is made more clear when you actually purchase your placeholder, though. And "offer is valid for up to 2 staterooms on one sail date" is absolutely the case. The OFFER is valid for up to two staterooms but a PLACEHOLDER is not.
