I am also confused with this. I thought it was free for everyone. At least free to get your Photopass card, not free for the pictures. 
I assume you get can get a card from one of the photographers who takes your first picture. AllEarsNet.com has a section about it, including prices and how it works. Not sure of the exact link - sorry!
