Photopass Outside of Parks?

Are Photopass photographers available outside of the parks, such as at character dining?

Not at any of the character meals I've been to, I'm afraid.

There are a few where you can get a photo outside before you go in to eat, 1900 Park Fare and Chef Mickey's to name but too - but that's all. I believe that you only get these free if you've got Photopass+, too.

When we were there this past November there was one in the lobby of the Wilderness Lodge taking pictures of people in front of the Christmas tree.
