I have never heard of a wedding photographer giving out RAW files, only JPGs. With the higher-end photographers something like 75% of what you're paying them for is the time they spend editing the RAW files into perfection, which they then convert to JPGs and give you. I chose photographers whose style I liked so that I wouldn't have to sit around editing photos later.
It is more common to hear of couples ordering the raw footage from their videographers because they want every single minute of footage in addition to a shortened, polished version of their wedding. Not every videographer sells raw footage, but many do.
