Hi!

I was wondering, does disney charge an extra fee for hiring an outside photographer?

They don't charge an extra fee for hiring outside photography. However you cannot use outside photographers inside any of the parks. So if you plan on having any events inside any of the parks you have to use Disney Photography. If you are staying out of the parks you can use an outside photographer without having to pay Disney for photography.
