I love this and had no idea that Topaz was an option for LR3. Is this a plug in?

Its not exactly a plugin. You have to load Topaz Fusion(free). Instead of getting to it through your plugins you have to go to Photo>Edit in>Topaz Fusion>Topaz adjust. It does export and import automatically. You can get 25% off by using the code "getadjusted" on the topaz website.
