Photo Editing Software

Can anyone direct me to some easy photo editing software? I'm JUST starting out and wanting to perfect my pictures! I posted on the CB yesterday and didn't get much response so thought that this might be a better spot to try. I'd like to not spend a ton of money but get something that can do the basics - red eye, brightness, some advanced things as well.

Picasa is a FREE download and will do simple editing pretty well. I "graduated" to Photoshop Elements 5 (OEM version-CD only) a few months back and like it very well. It can do a lot more than Picasa, but is a resource hog and is more difficult to learn/use.
