I'm not familiar with Photoshop Elements (I use Microsoft Digital Image Pro), but most good photo editors will allow you to do this type of editing. You just need to know the technique.
First, create a cutout of each area of the photo you want to remain colored.
(Most editors have a feature where you can trace a portion of your picture and create a copy of it as another object. Leave the cutouts in their original location, and order them so they're on top of the main image.
I also like to soften the edges of these objects just a tad to take off some of the jaggedness of the tracing process.
Then, select the base object (the original picture) and change the color settings on it as desired.
The result will be a B & W picture with certain areas still in color.
If you want to isolate a particular color rather than a region of the picture, many good editors allow you to select areas of a picture based on their color, rather than having to trace them. I usually don't have a lot of success with doing it this way, and prefer tracing. However, the technique is the same once you have a selection made and have made the cutouts.
