Definitely. I have gone with my husband, our 2 year old, and a baby.

1 adult and 2 kids, 2 adults and 1 small child are all good.
3 adults doesn't work well.

Actually on our last trip I remember seeing a sign while in queue that said 3 adults and 2 small children in laps could ride... I have no idea how that would work though.

If the two children were in laps and the three adults petite than I could see it working. Last time they told my family of four (2 adults, child age 4, child 2.5) could ride together, we easily sat four across. Halfway in, we put the kids on our laps because they couldn’t really see down below without being on a lap.
