Perry the Platypus?

Has anyone ever seen/met Perry the Platypus from Phineas & Ferb in the parks? I came across a photo of him on here, but no mention of when/where it was taken. I would LOVE to find him in March! Thanks.

He has only been out for special events so far there are rumors he will start appearing regularly soon; however, sadly it probably won't be in time for March

My DS would love to see Phineas & Ferb and Perry/Agent P. Why they haven't come up with a character meal with them is beyond me. Hopefully, they will have them out regularly in DHS or somewhere by August.
