I'd let him shave if he's keen, it could be a good sign that he's to have some reasonable level of personal hygiene.
My 18 year old son looks like a were wolf most of the time. We are already reminding him that he HAS TO SHAVE before christmas day or the family won't recognise him

Oh GREAT! Just when I thought I was wrapping my brain around this whole twin thing, you throw THAT out there! There is NO WAY I am going to survive having 4 teens in the house.

Sorry about that But, we ain't the Waltons....We're the Dalton's

But in all honestly, the twins have been a real joy in our lives. (Except their older brothers, but I guess that normal). It is so much fun watching them together. One minute they fight like an old married couple and the next they are sitting on the couch studying together. The will fight with each other but nobody else had better bother them..they are a duo to be reckoned with.
