I received this from Paypal

Is this really from Paypal? My Credit Card that I signed up with is expiring this month. I'd hate to fill out the form that is the attachment and give someone other than Paypal all my information.

That's why I posted. I'm not convinced it really is Paypal.
 

It's a phishing email. No reputable site would do the whole "we're locking you down unless you give us info" kind of threats. Never respond or download on something like this. If you think it might be real contact the company directly and ask about it.

I'm on here too much. I should spend a moment checking out the question before posting here.

I went and logged into Paypal and updated my CC information.
 
Do you really think a legitimate email from Paypal would be signed, Cordialement (Italian for cordially), Paypal or addressed Dear Client? ;)
 
You had the right instinct to check first. There are so many phony phishing schemes out there. I had a text message supposedly from a bank I do have a credit card account with telling me to call the below number immediately concerning my account. I called the customer service number on the back of my card instead to verify if there was an issue, and of course there really was not. So it is a good idea to call, email or sign into your account your normal way to check for issues/messages first.
 
If you are ever in doubt go to your web browser and type in paypal and go to their site and log into your acct. Never open or click links inside of an email.
 
Paypal will always use your full name in e-mails.

Forward it to spoof@paypal so their trust and security department can look into it.
