Does anyone know for sure how to send $$$ to a seller for DVC points and not incurr any fees (on the seller side)??

I used my paypal balance and WD cash from my bank and he still incurred fees on his end.

I think the mishap occured because i wasn't sure how to describe our transaction. It gave me three choices: (1) Goods (2) Services (3) can't recall - maybe "tranfser of funds".

I choice "goods" and evidentally this triggers that the seller is a Merchant?

I need to pay my final payment in lat summer and if I am going to incur these fees I might as well use my credit card and score some reward points! But.... am wondering if I classify the transaction as a "transfer" of funds - will that prevent any PP fees.... and if Yes, does that offer me any recourse?

You must send it as a PP "Gift" payment. Even then, there are fees, but they are as minimum as you can get and still use PP.

Suggest you go read up on exactly what a PP "Gift" payment entails as explaining it is beyond what I'm going into here, except to say that refunds are impossible when using them (as the one making the payment).
 
If it's a gift there should be no fees. Otherwise there are fees depending on the type of account the seller has, usually around 3%. I don't think there's any way to appropriately avoid the fees and still use paypal.

Paying by CC guarantees the fees even if it's done as a gift. With PapPay, the CC doesn't give you as much protection because you're really paying PayPal with the CC and then paying the other party with your PP balance. There's not a direct link from the CC to the other party. Technically one could dispute with the CC but you'd never be able to use PP again in all likelihood. Most renters won't or can't take CC directly.
 
then I believe w/ all that I will just use my CC!! At least I will have a delayed payment and earn some reward points!

I think there are no fees on a gift it out of the checking (done this many times) but I'm told there are fees if you do it on a CC.
