Stay away from Payless! I have rented from them a few times, but never again. They really haggle you about not taking the insurance, telling you that your own policy or credit card(if it provides rental insurance) won't cover certain things. This time I told the clerk I wanted to pre pay for the fuel because I knew I would be driving a lot over the 5 days. I returned with the car and low and behold the clerk never put the fuel on the agreement. My fault for not looking. So after they looked over the car and I went to see if someone inside would rectify the situation, which no one even gave me an, I'm sorry." I took the car to fill it up with gas, about a mile away. Came back, they re-checked the car and said there was a crack in the windshield. It was not there when I got out of the car. I think the attendant tapped something on the windshield when I went into the building, again, to check out. He had a smug look on his face when he came into the building to report the damage to the check out clerk. They were a few little dings around the 1 inch crack, smack dab in the center of the glass. I would have seen that if it had been there. Nothing ever hit the windshield in the 5 days I drove the car. So, I contacted my Credit card and they were very helpful and will handle the claim.
 
Payless is one of a small number of agencies that reserves the right not to rent to you if you decline their extra coverages and don't prove having those coverages on a car you own back at home.

You know (or you can find out) what your own insurance company and/or your credit card will or will not cover and then you can tell when the agent is lying to you about that. No need to tell (no pun intended), er, say anything on the spot other than to continue to decline the coverages you don't want.

Before signing the papers, verify that the things you want to decline are marked as declined and the things you want to accept (like the gas) are marked as accepted.

If you really signed up for the tankful of gas up front, then you cannot miss seeing how much more you were charged for it.

No matter how much driving you do, the tankful of gas up front is not a bargain. However it might be a convenience. No matter how many tankfuls of gas you use up during your rental, there will still be those last two or three gallons left behind in the tank upon return.
 
A friend of mine just had a terrible experience with Payless last week, and she is a very experienced business traveler. She did the same--filed a claim with her credit card. She mentioned it to me to make sure I wouldn't use them for our February trip.
