If my (going to be 12 yo) daughter can't find something on the adult menu, can we pay OOP for a kids meal for her, then save those credits to go to another TS meal on our last morning?

Yes, you should be able to do that.

We did this in February with DD10 with no problem. We made sure we could do this before ordering. The waitress at Citricos said as long as she was listed as an adult we could do whatever we wanted.
It afforded us lots of flexibility.

Everyone over the age of 10 is treated the same.

Yup, this is definately allowed. Because you get so much food we'd often split the plan up. My boyfriend would use the dining plan to get the full appetizer/dessert treatment, which we'd share, and I'd just order a small meal separately. It allowed us to stretch out our TS dining since we used 2 credits on a couple meals (Cinderella's royal table being one of them). It also made sure we didn't get TOO much food if we weren't really hungry.
