paying for DTD check in?

Have I read this right from the Virgin Atlantic website? You have to pay now to check in at DTD?

"Check in at Downtown Disney® and enjoy more of your last day with Mickey & Co. Check In is open 8.30am to 1pm seven days a week and is located outside Cirque du Soleil. It's free to Upper Class and Flying Club Gold passengers. There's a $10 charge for everyone else."

UNLESS you are booked with Virgin holidays or have a FC Gold Card or are flying Upper Class.
AFAIK its always been that, just the price has gone up.
