DisneyJen got it close enough... POC itself is not underground, but the waterfall is at its location because the railroad tracks go overhead at that point. Once you pass the waterfall, you're in the main POC show building, and you're also outside of the perimiter of the tracks. FYI, at Disneyland, the waterfall drops (at least one of them) serve the same purpose, to allow the railroad to pass overhead.
Recently on my trip I found a few mileage markers in MGM What cities are located on the mileage markers and what city is the origin of the mileage markers?
The mileage marker is located near the parade exit and baby station.
