It's an onsite resort perk. If you are not staying onsite and don't have an annual pass, you have to pay.

Thanks- I knew I had free parking before when I stayed offsite- but I must have had an annual pass at that time. Thanks!

If you're taking ME, your staying on property. If you're staying on property, i don't think you pay up park, DVC or hotel guest.
