Park extra hours, who can access?

Is WDW like DL, if we are staying on site do we have access to the extra hours in the parks?

For morning emh, only those staying on site can enter the park. For evening emh, anyone can be in the park, but only those staying on property will be able to ride rides

For evening EMH if you are staying off site and are already in the park they don't kick you out. But they won't allow you in either.
