So if the parks reach capacity levels on July 4th will I not be able to get in even though I"m staying on disney property?

If the park officially reaches guest capacity before you enter, then yes, you can't get in. My advice would be to avoid MK at all costs on July 4 anyway. EPCOT and AK would be great alternatives . You can always do MK or MGM on another day. MK will be a madhouse

You are guaranteed entry to A park but it may not be the park you want to be at. Typically they do fireworks on the 3rd and the 4th.
