The para-sail boat crews do come from the neighboring Bahamanian island though.

This may work if the boats weren't so full when sailing. The para-s boats are at capacity then.
Although I could see perhaps how a substitute pax with the same sex and age band may work, and be substituted.
They don't check ID's IRRC.
IME you just are told to go the the small boat dock just 300 -500 feet from the aft of the cruise ship. At the check in porch/location/deck/dock they check something. Forget what.
Perhaps a list of names. Yes. give names. And KTTW Card. Then they check you off the list. Then you wait in open public. Of course they ask you to stay on this deck nearby, but, ....
That is the opportunity to substitute a pax. The deck/dock is wide open until called for boat boarding. You usually wait at least 10 - 20 minutes, sometimes a lot more prior to heading down the little pier/dock to little para-sail boat.
They must give you something; a wrist band? A red mark on you hand? I don't recall
Perhaps they don't give you squat. lol.

DCL min age for para sailing, and something horrible happens, you will have no recourse. IYMWIM.
Be careful, use caution, and try to consider all angles and consequences regarding your proposal.

travel insurance is my recommendation. Although it will be ineffective and an exclusion on this excursion if you are violating the rules.
