We have 2 vouchers for PAP & will need to buy 1 PAP.
Can we buy these at International Gateway or MGM ?
 
You should be able to get them at guest services outside of any of the parks. You can definaltely get them at the International Gateway, but I have never tried at MGM so I can't say yes for sure.
