Painting over kitchen tile or putting new tile over old tile

I have some tile on the wall behind my kitchen counter - can't afford to take it down and put new - can you paint the old or put new over the old??

I've seen Debbie Travis do this on "Painted House" but I've never tried it. In our old house,we had a tile backsplash and a portion of one wall that we covered with beadboard. Got a lot of compliments on a quick fix to cover up ugly tile.
