I think you can get a better deal if you book everything a la carte. Having said that you would need to get the AAA/CAA discount for the room and have a source like airmiles to get your park passes.
I went in February for 6 days and my grand total was about $1250. That includes food, spending money, airfare, passes and hotel for 2 people. We ate counter service meals with one exception (character breakfast). Also, I did a fair bit of shopping so that could be cut out and we went to the Pirate and Princess party which cost $72.
I think you can easily have a Disney vacation at a resonable price but you MUST do your homework. We are going again in August for free dining and I estimate my total cost at about $2400 for 4 people for a 9 night stay at a mod resort. If I can get into a value resort it will be about $400 less.
It really depends what kind of discount you can get on a room, where you want to stay (some discounts are only available at certain resorts) and what you want to do.
If we don't want the dining plan then we usually go room only with an AP discount but we then plan to go when the AP discount is available. We are quite flexible with our time. We would then use the DDE discount for some of our food purchases as the DDE doesn't work everywhere.
If we want the DDP then we get a package and pay for a one day ticket since we have annual passes.
If you don't have an AP then you can get room discounts from CAA/AAA and buy your tickets from a broker that offers discounts.
Whether to get a package or room only really depends on what you want to do. It's not really a cut and dried answer as the answer isn't the same for everyone.
