OT: Paypal/eBay advice needed

I'm hoping to get the advice of more experienced eBayers :) Here's the situation...

Recently, I bought an item off eBay and paid for USPS Express shipping. A day after I sent money through Paypal, the seller sent me an e-mail saying that they no longer shipped through USPS and would be shipping through UPS. This was an $8 difference not to mention an increase in the shipping time. And even though they claim they no longer offer shipping through USPS. The option is still listed on all of their auctions. :confused3

I've e-mailed them several times asking for an $8 refund. They've only responded once and said they would refund the money but so far they haven't done anything.

This is the first time I've run into problems with a seller, so I'm not really sure of what I should do. I'm wondering if I should (or can) file a Paypal claim against the seller.

Wait until you get the item before filing a claim in this instance. If it arrives quickly, you don't need to complain.

You can then make a claim because they did not use express shipping, not because they did not use USPS express shipping.

If the seller states he ships PayPal paid items only to PayPal confirmed addresses, decides later not to ship via USPS, and your confirmed address is a post office box, the seller still has to complete the transaction.

Thanks for the advice seashoreCM! :) I received the item last week, it took 7 days to get here. The seller said that express shipping would have been 2-3 days and I was hoping to get it within that time frame :( I will probably send a complaint with Paypal later today. Usually $8 isn't such a big deal to me, but I've started school again ... and that means counting the pennies again *sigh* :rolleyes: :rotfl:
