Order in which waitlist requests are filled

Are waitlist requests filled in the order in which they are received? Is it possible that someone who has waitlisted one night but is further down the waitlist would have their request filled before someone needing three nights who is higher up on the list?

Yes because the entire waitlist must match before any of it will be filled- they will not hold a room to add to others in hope they will be canceled also to have a room for someone higher on the list.
