So if you book your room through disney, and your tickets through Undercover Tourist, will you be able to get the dining plan?

Also, do you get a Magic Band that way? (with paper tickets)

No. You can't get a dining plan unless you book a package through Disney. A package is room plus tickets, with very limited exceptions. One is for DVC reservations. DVC doesn't use packages, so you can get tickets anywhere and still add a dining plan.

There are no more paper tickets. It's all on RFID cards now. Once you receive the cards, you can use the number on the back of them to link them to MDX and then you can use your Magic Band. You will get bands with the resort reservation.
